Sex Offenders Can Be Stopped!
69Adam Walsh
The National Center for Missing and Exploited Children (NCMEC), states there are an about 603,000 registered sex offenders in the U.S. today, and of those, at least 100,000 (maybe more?) sex offenders are uncooperative, not reporting their whereabouts, no one knowing where they are. NCMEC has formed a new Special Analysis Unit to search records, information, and help identify and find these fugitives, to allow the U.S. Marshal's Service to arrest them and bring them to justice. So far the Marshals have located more than 850 of the fugitive sex offenders, although unpredictability in the way many states track sex offenders or treat noncompliance has enabled serious sex offenders to manipulate the system and relocate to more lenient states! Examples include: 25 states where noncompliance is only a misdemeanor> Alaska, California, Colorado, District of Columbia, Hawaii, Indiana, Iowa, Maine, Maryland, Massachusetts, Michigan, Missouri, Nebraska, New Hampshire, New York, North Dakota, Ohio, Oregon, South Carolina, Utah, Vermont, Virginia, Washington, West Virginia, and Wisconsin.
When a sex offender moves from one state to another state, the responsibility to notify the new state is placed solely on the offender himself in Delaware, District of Columbia, Kansas, and Utah.
The law is unclear if the state or the sex offender must notify a new state when the offenders moves in California, Kentucky, Montana, New Jersey, North Dakota, South Carolina, South Dakota and Tennessee.
When a sex offender fails to register, it is mandatory for parole to be revoked and the sex offender to be returned to prison only in these states! California-Idaho-Illinois-Iowa-Michigan-North Dakota and West Virginia. So if you don’t live in one of these states…be heard!
The Adam Walsh Child Protection and Safety Act were passed by Congress in 2006, with four very important stipulations. Command the creation of a national sex offender registry record and website; made the failure to register and be compliant to a federal felony; orders that states make changes in their laws to create greater reliability and consistency on a national level and charge the U.S. Marshals with tracking down fugitive sex offenders. So they should now in 2010 be compliant with that new law. It is far into 2010 now, so hopefully this has taken precedence over all matters. Tougher penalties will make this work out to make them fear not being compliant, and I still hold to the idea of castration for all repeat offenders. Don’t tell me that is not the answer. We all know it is and whether that will help take murder from the hearts of the ones who rape and murder also who is to know, my concern is it happening over and over and no female or child safe, we may as well be as one of the savage countries who find no fault in this. I want to immediately thank Adam Walsh who has done so much to get us where we are today and all because of his little boy and the awful experience he had and getting us as far as we have come. I also would not care to bet he is displeased with the way these repeat offenders are given little time, let loose, lost track of and in general just not getting what they deserve!
How many also remember the little boy in, “I know my first name is Steven.” The story of Steven Stayner, kidnapped by two men and sexually assaulted almost daily for seven years. That may be the saddest story I ever watched and still his life after being able to escape finally was so horribly sad, what he lived those seven years never left him I know and although I think I remember he married, his life was just ruined and he died in a motorcycle accident just months after the movie was made about him.
I would like to see what these men so afraid of castration who are guilty of nothing would think if they were sexually assaulted. I think they might have second thoughts.Would they be so forgiving then? It would happen too if these sexual perverts were not so chicken, picking the weaker sex or children. But who knows, as the world waxes colder, they may yet see.

Ernie Allen, President and CEO of NCMEC said, “We cannot allow known sex offenders to continue to take advantage of the discrepancy in reporting and tracking in many states. States have the ability to prevent more predators from slipping through the cracks and harming more children. They need to act today. We know that two-thirds of sex offenders who are in state prisons have admitted that their victims were children and we know that sex offenders who harm children are most likely to be repeat offenders.”
If they know that they also know what will stop them!
Proving my point of castration even more, there cannot be a better answer! One in five girls and one in ten boys will be sexually assaulted before age eighteen and only one in three will even report it. If you have children or grandchildren please educate your children, check your area for sex offenders, write your senator about seeing that all that can be done will be. If you think castration should be used on repeat offenders our judicial system sends back out on us, let it be known! Next week might be too late. It is the chance you take. Know where your children are and that someone is with them always that you 100% trust or in situations where there is at least some supervision. Talk to your children and try to pick up on anything unusual in their actions when and if certain things are mentioned. Sometimes these things happen to your children living in your house all their growing years and you never took time to see it.
I know my mom warned me enough that it saved my life when I was about seven and a man in a car stopped to lure me with a doughnut (that he somehow knew I loved) trying to get me close enough to grab me. I always listened to my mother though and her words outweighed the temptation. I knew nothing of sex or rape, Mom never talked any of that to her children but murder was good enough for us, we knew that one. It is up to you how far you want to go with the talk with your child, I don’t think we want to terrify them so the fear ruins their fun and life, but it worked out Ok for me the many warning my mother gave me and maybe I somehow knew there was a danger of men to little girls without her giving the facts. Mom never sat me down for a talk; it was just parts of conversations of everyday life. Somehow it came across to recognize danger.
Go through a normal day of your child’s life, where they go, what they do. Look for places there in your mind that could possibly be opportunity of danger from these men, and sometimes women (remember to warn them that women may also be involved in a danger to them, so do not go with any stranger, if held or stopped tell them to scream their heads off if prevented from running away, bite, scratch, kick, and run as soon as they get loose!) they need to be able to beware is all I am saying and never play in areas without chaperons where no one wouldn't notice someone snatching them up and off before help could be there. Remember also they can be taken right from their beds at night and have been. Most of all let them know they can confide in you and should and you will love them no matter what, forever.
The National Center for Missing & Exploited Children
NCMEC is a nonprofit organization working with the U.S. Department of Justice's Office of Juvenile Justice and Delinquency Prevention. Cyber Tip line, their congressionally directive is a reporting system for child sexual exploitation, going through more than 441,900 leads. Starting in 1984, NCMEC has helped with more than 127,700 missing child cases, with the result of more than 110,200 being found.
Whether dead or alive it did not say. We need to put fear in these men, we need to stop them and we can if the judicial system cares at all! It is time-NOW- Once we catch them at the very least never let them go!

Yes I think these people should be physically castrated. These people they have assaulted and have lived to tell about it, will never been the same. It is something that will stay with them for the rest of their lives.
Yes, yes, we know about those horrible, horrible men who rape babies and coerce eleven-year-olds into horrendous situations. But what about the offenders who didn't do such heinous crimes? What about the twenty-year-old who has consensual sex with a fifteen-year-old? Please consider that these laws are placed on THEM too, because "rape" is still considered by a person's age, too. http://hubpages.com/hub/Proposition-for-Sex-Offend
Polly, castration will not stop them. They will just think of other ways to satisfy their need. That may be even worst.
I think we should nail their penis to a window sill, set a butter knife next to them and set the house on fire!
To Sarahrara, yes it is still rape. A twenty year old has NO business with a fifteen year old! If they were taught morals they would stay away from a fifteen year old. If one came near my fifteen year old, he would go to jail!
A twenty year old SHOULD know better.
Sometimes teens that age going through changes that they need to learn how to deal with and sometimes an adult can take advantage of that. Who the hell wants to see a fifteen year old with a child? They are still a child!
That is whats wrong with the world today, sickos that prey on children. A fifteen year old is a CHILD!
Polly, I had said this on other hubs. It starts in the home. I have heard mothers bitch about the way their daughters dress and guess what? They are the ones BUYING the clothes!
But this does not give any adult the right to rape or molest a child or minor!

You hit on an idea I have long advocated for convicted sex offenders. They should be castrated. Instead, we have Democrats allowing them to have Viagra. This must be stopped. The only other alternative is to have them executed.
